If CostGuard runs as admin with the correct path but is displaying a different path in config.ini and will not run as a regular user, and will not let you change the path then most likely there is an alias file that Windows has created that contains the config.ini file that needs to be changed.
The hard part is locating this alias file. It is often in app data. Sometimes this is the path
C:/Users/ Name of user/local/app data
Otherwise you may need to just search for config.ini and you will find 2. One is probably in app data and that’s the one you need to change.
