Sometimes it takes a few days of using a program before you get a clear idea of how you want to use it. That is why CostGuard will allow you to use the program without creating the setup files first.
The Recipe Module has its own setup menu which should only take a few minutes to finish. The setup menu creates Categories for your recipes, and let you set parameters for target food cost or gross margin percentages and overhead. If you want to skip the Setup section for now, you can, and come back to it later.
